The idea to establish an Association of the U.S. Based Training Program Advisers came up in 1999, when four participants of the Fall session of this program - Rolando Ribera, Viktar Khotsim, Andriy Hatalyak and Oumar Ndongo - have discussed their future activities after returning home.
Later, in May 2001, during the 53rd NAFSA conference in Philadelphia, Rolando Ribera made a presentation of their idea to establish Association of the Program Advisers in order to support Overseas Educational Advisers through the knowledge, skills, financial resources and loyalty of its members; to foster a spirit of union between the members of the advisers association and thus carry into their fields of endeavor a spirit of cooperation and fellowship. That presentation was made during the USBT advisers meeting, and the idea was strongly supported by the program advisers.
