An idea to establish Association of the U.S. Based Training program Alumni has appeared in 1999, when three participant of the Fall session of this program - Rolando Ribera, Viktor Khotim, and Oumar Ndongo - have discussed their future activities after return home.
Later, in May 2001, during the 53rd NAFSA conference in Philadelphia, Rolando Ribera made a presentation of their idea to establish Association of the Program alumni in order to to support Overseas Educational Advisers through the knowledge, skills, financial resources and loyalty of its alumni; to foster a spirit of union between the members of the alumni association and thus carry into their fields of endeavor a spirit of cooperation and fellowship. That presentation has been made during the USBT alumni meeting, and the idea was strongly supported by the program alumni.
