Program Description:
The Network Scholarship Programs department of the Open Society Institute is pleased to offer supplementary grants to students from select countries of Eastern and Central Europe, the former Soviet Union, and Mongolia. The purpose of the program is to enable qualified students to pursue doctoral studies in the Humanities and Social Sciences at accredited universities in Asia, Australia, Europe, the Middle/Near East, and North America.
Grants will be awarded on the basis of academic record, merit of the proposed study, applicant’s long-term goals, and financial need.
The GSGP will provide supplemental funding for one year of study. Recipients of GSGP grants will have the option to re-apply for an additional two awards after the first year of the original grant. Applicants seeking grant renewals must submit a new application for the year for which they are re-applying. The total number of years a recipient may hold a GSGP grant is three years. Grantees applying for their second or third awards will compete with the general pool of applicants each year. A second or third grant is therefore not guaranteed.
Only students who have been accepted into a full-time doctoral (Ph.D.) program at an accredited university are eligible to apply.
Grants are provided to help cover costs in only one of the following categories:
- Tuition and fees – not to exceed 50% of tuition and fees per academic year;
- Living expenses – students who have succeeded in funding their tuition, either through scholarships or tuition wavers, are eligible for housing and living funds;
- Other – students who have secured all necessary funds but cannot afford additional expenses, such as travel to/from their host country, books, materials, health insurance, etc., are eligible for additional funds.
Grants will not be provided to cover expenses in all three categories. Only those students with confirmed financial support will receive supplementary grants..
In no case may an applicant request grant assistance for the support of:
- accompanying child/children or spouse;
- national taxes;
- computer hardware, software or other computer-related equipment;
- automobile-related expenses of any type.
For academic year 2010/2011 the grant amounts ranged between $2,000.00 and $7,000.00.
Eligibility Criteria:
In order to be eligible, applicants must read and comply with the following guidelines, as well as complete the attached application form.
- Candidates must be nationals of one of the following countries: Albania, Armenia, Azerbaijan, Belarus, Bosnia, Croatia, Georgia, Kazakhstan, Kosovo, Kyrgyzstan, Macedonia, Moldova, Mongolia, Montenegro, Russia, Serbia, Tajikistan, Turkmenistan, Ukraine, Uzbekistan.
- Applicants must be pursuing doctoral studies in the social sciences and humanities.
- Members of the Roma community and other minority groups are encouraged to apply.
- Candidates must demonstrate proficiency in the spoken and written language of their host institution.
- The envelope containing an application for the 2009-2010 academic year must be postmarked on or before:
APRIL 2, 2010 - FOR STUDENTS PURSUING A PH.D. IN ASIA, AUSTRALIA, THE MIDDLE EAST, OR NORTH AMERICA. JUNE 10, 2010 - FOR STUDENTS PURSUING A PH.D. IN EUROPE.

Applicants must complete the appropriate application (GSGP-NA or GSGP-Europe) based on the continent of study. Applicants applying to universities in North American and Europe will need to submit 2 applications.

Please Note: Grantees will be required to maintain full-time student status throughout the period of the fellowship and to abide by the terms and conditions outlined in a countersigned contract letter.
Ineligibility:
- Applications for study in the student’s home country or in Central and Eastern Europe, the former Soviet Union, or Mongolia will not be considered.
- Applications for non-doctoral study, language preparation, and/or summer school courses will not be considered.
- Students with permanent resident status and/or asylum seekers in the country of the host academic institution are not eligible to apply. Only those with valid student visas in the host country are eligible to apply.
- Late applications will be automatically disqualified.
