Minimizing the Effects of Terrorist Acts on Civilian Populations

The U.S. Civilian Research and Development Foundation (CRDF) is pleased to announce the following opportunities for scientists and engineers from Russia and Eurasia and the United States to contribute to minimizing the effects of terrorist acts on civilian populations. As with all CRDF competitions, this activity supports a broad-based non-proliferation effort to engage former Soviet weapons of mass destruction (WMD) experts in civilian research and commercial activities. Project proposals that involve the participation of such experts will receive priority consideration. Detailed information on eligibility, proposal preparation guidelines, deadline dates, and procedures for participation of former defense scientists in the proposed projects will be available at CRDF's web site (www.crdf.org) upon completion of reviews by participating governments of the former Soviet Union.
1. Industry Programs
CRDF Industry Programs promotes a range of activities that bring FSU scientists and engineers together with U.S. companies and allow them to work together to bring commercially viable technologies to market; technologies that will add to the arsenal of products available in the battle against terrorism.
CRDF Industry Programs include:
Travel Grants:
Short-term travel opportunities for face-to-face meetings between FSU scientists and engineers and U.S. for-profit companies to discuss potential R&D collaborations.
Next Steps to Market:
Grants for collaborative research and development projects between U.S. industry and FSU scientists. Projets may range from short-term activities designed to assess and/or validate a FSU technology to longer-term projects designed to develop and bring a commercially viable technology to market. Requires a cost share from the U.S. partner.
In addition, CRDF Industry Programs can provide assistance in the search for collaboration partners, both in U.S. industry and in the former Soviet Union, and in the presentation of commercially viable technologies to U.S. companies.
2. Cooperative Research Grants
The CRDF will accept joint U.S-FSU proposals in the physical and biological sciences and engineering that promise innovative technological solutions to problems of minimizing the effects of terrorist acts on civilian populations.
All proposals will be reviewed on a competitive, merit-based, peer review basis. Proposals must be jointly submitted to the CRDF by a US Co-Investigator and a FSU Co-Investigator, and may request up to $100,000 in support from the CRDF. At least 80% of the project expenses must be directed to FSU team expenses, which may include individual financial support, materials and services, travel, institutional overhead, and subcontracts. No more than 20% may be directed to the US team's expenses, which are limited to travel, materials and supplies.

Additional Important Information
Several U.S. government agencies and private foundations are also providing support for work that is related to the purposes of this special competition.
In the event that the CRDF receives a proposal that is better suited to compete for another organization's support, we will inform the applicants of that fact. The CRDF will also refer proposals that it has reviewed as meritorious for this competition to other possible funding sources in the event that they exceed the resources available to the CRDF to support
them. In such cases, the CRDF will consult with the proposal submitters prior to making any referral.
Other funding organizations are invited to provide financial resources and suggestions for research priorities for this competition. Those priorities will be taken into account in the review and/or selection of projects for support.
