To whom it may concern: 

I am writing to you to inquire about any scholarships (GRADUATES should also include:  fellowships) or other forms of financial assistants that may be offered by your foundation/organization to international students expecting to continue their education in the United States. 

I am a Ukrainian citizen currently in my (year of study)  at NAME OF YOUR UNIVERSITY and plan to further my studies at NAME OF US UNIVERSITY (if known)/in the US.  Unfortunately, due to the current economic situation in Ukraine, I am unable to pay for such an education personally. ... 

(If you have not yet been accepted, but are simply inquiring about the possibility of aid from this source continue with:) 

I plan to apply/have applied for financial aid from the University, but am not sure of the amount of aid the University can offer me. 

(If you know what aid you will receive, and need more, continue with:) 

I have been awarded X AMOUNT OF AID, which will cover WHAT THE AID WILL COVER,  and am still in need of WHAT STILL NEED. 

For this reason, I would ask that you send me any information and, if applicable, application forms for any type of financial assistance your institution offers.

Undergraduates - You can also explain what you plan to do with your education in the future, briefly explaining how it will benefit your society as a whole.

Graduates - You can go into some detail about your specialization, especially about any research that may be impossible to do here in Ukraine.
